After 2 soft rejection they reject my template why ?

Hi,

You didn’t solved reviewer soft rejected issue may be in that case you have got hard rejected.
Without sufficient change you are not able to re-submit this item again through Envato Market Hard Rejected Item Policy.

already hard rejected Item again resubmit not acceptable by envato. You may re-submit once you have done significant changes and can be considered as a completely new item that is entirely distinguishable from the first upload. So that it look and feel as like a totally new Item. Thanks

I have said that without signeficient change your are not able to re-submit again.
