I purchased unusable code and have been trying to get a refund. Support is useless so I filed a dispute with paypal. They got back to me 4 days later after locking my account and asked me to cancel my paypal dispute and they will unlock my account and walk me through refund process. Are these people literally just scamming me?
Unfortunately it’s part of the terms we agree to when buying/selling from Envato.
Only they will be able to help rectify the issue.

You shouldn’t have opened a dispute through your payment provider. Instead, you could have first reached out to the author to see if they could resolve the issue, as it’s often related to server configuration. If the author was unable to fix it, you could have submitted a refund request via http://themeforest.net/refund_requests/new, which the author would have likely approved since they couldn’t resolve the problem. Even if the author rejected your refund request, you could have escalated the dispute through the refund request page on Envato.
If the author didn’t respond within 2–3 days, you should have contacted Envato support first to explain your concern, and they would have assisted you in finding a suitable solution.
To unlock your account, you may need to cancel the dispute raised in PayPal and reach out to Envato directly.
