Did you open a refund ticket with Envato? If so long ago did you submit it?
Envato customer should avoid opening PayPal/credit card disputes. In this way your envato account will get locked and you will loss all access. Envato have a very clear refund process in place, as outlined here: Can I get a refund?
if you already requested for refund through envato refund request form and the author does not respond to the refund request within 7 days, you will be given an option to raise a dispute with Envato. This option should appear automatically as a link or button on the refund request details page after 7 days from the refund requested date.
