Not sure if I understand what you are talking about.
When someone writes “no plugins required” in the description, she/he means that the user does not need anything else than what comes with after effects. All effects needed are by default included in the program.
What exactly do you want to know when you ask “how to make after effects template”?
Do you have experience with after effects?
I just want to know , like you upload the elment 3d logo file and some buys it and he/she doesnot have element 3d what will he/she do den ?

Probably they will ask for refund 
You need to read desciption before buying item
You need experience with Adobe After Effects before creating template.

Don’t warry. Just do great items and write help/description + support questions/requests.
Envato will do the rest: review your items, approve or reject, accept payments from customers, pay you, etc…

you should make clear what plugins are needed in the items descripton. if you have done that, it is not your fault when buyers bought it although they don’t have the plugin. you can then offer them a paid customization service or send them to envato support to ask for a refund.
