Oh come on, don’t be melodramatic “You won’t be able to re-submit this item again” means “don’t even think of re-submitting without significant improvement”. The truth is that your template has a good start. The animations are really nice. it is pretty bland (although I don’t agree about XioxGraphix point about navigation) but you can make it better. Change the fonts. I suck at font’s too, it happens, use this for inspiration: https://typespiration.com/. Add a bit of color. Not sure what else to tell you but honestly the biggest problem are the fonts

You do not understand the market trend. Compare your work in terms of design and aesthetics with the latest accepted items. Put this idea aside and then start reviewing and fully understanding the market for a new idea.
This idea reminded me of my first rejected item. And I’m no longer surprised that those item have been rejected.
I spent some time studying UX and UI, and now I feel satisfied with the result.

are you seriously copy pasting the same message for each person who asks for help with their rejected template? It would be awesome if you could give some specific feedback except “you don’t understand the market trend”
I actually think you have an interesting building block here with some nice features. There’s room for improvement but I wouldn’t write it off yet.
the overlay menu feels empty - maybe add social or contact links too
have multiple portfolio layouts e.g. bigger carousel posts, full screen, grid/classic
have multiple portfolio item pages
the category tags on portfolio items don’t look great
awards and services using the same grid is confused
I get the idea behind the different alignment of section titles but it doesn’t really work (esp. contact where it should be centralised). I would have a consistent choice for these if possible
maybe have a one page version
Generally, if you tidy things up a little and think about ways to evolve the concept then it has potential
