We just finished an HTML template and about to upload it on Themeforest. Before doing so, I wanted to confirm if I can provide the free graphics / icons / images I have taken from Freepik.com (and other similar sites)? Is it permitted as per Themeforest T & C ?

you can use free images if permitted for commercial use for your Item preview accordimg to their terms and conditions (as like credit mention) but for purchased download strongly recommend not to use those images instead use placeholder images because if any copyright issues.
Will almost certainly be rejected if you include these.
Use placeholders in the download only and put links to download assets in the product description
