I would like to buy Wordpress theme on behalf of my client and then build a website on my hosting. After I finish all my work I would like to migrate that website from my hosting to clients hosting. Is it allowed? And how do I transfer the license to my client? As far as I know, I can use a license only one time.

yes, it is right.
The best thing will be your client will purchase the theme and will provide you the theme to work with. By purchasing the theme from your client account your client will get access for the future update of the theme download. If to get full premium features (like demo access) will need to register the theme then you can take purchase code from the client and use it at your demo server but before transfer the website to your client hosting/domain you must have to deregister the theme license from your demo server to use the license for your client hosting/domain.
