Which framework or plugin is best to make the theme?

If you have accepted templates then give some advice on which one to choose.
I didn’t design templates for sale before. I only designed sites for WP. Mainly using ACF Pro. Can I use ACF Pro to develop a theme?
So what better to use?

I prefer Redux Framework, but probably some new framework come to the market, but i didnt hear about it yet.
