i would like to upload some VH preview files on my YT and Vimeo, i would replace their music with mine and add a link to the original item. Is that allowed? Just checking the current policy.

I think it’s definitely not. If you are planning to use them to promote your own products, you have to buy a license.

If it’s about the VH preview files, I don’t think it’s a problem, as long as you give the links to the videos in the description.

It’s no different than VH authors using AJ previews to promote their items.
You could always send a message to the author first. I know I would allow it since it would be promotion for me too, not just you.
