Submitting a hard rejected product after solving the issue, possible?

Recently one of my laravel php script got a hard rejection after two soft rejection. The main issue is with the design. Reviewer said it is bland and need several changes. Also got a http error page from mod_security.

Now my question is, if i solve these problems then will it be possible to submit the script, probably with a new name?

Or i wont be able to submit any more? Also i need suggestions from where i can buy html/css template to ise in my script.

I was a bit confused. Because they first gave two soft rejection. Means it was approvable if could solve those issues. Many many thanks for your comment and they resource.
