If it is your first purchase then envato has sent you an email to confirm your purchase. you have to confirm by clicking the link/button in that email. then you will see your item under your Downloads page.
Otherwise please use the following link form to let the Envato customer support team:
Just select ‘An item I’ve purchased is no longer available on my downloads page’ in the ‘Tell us more’ field.

The download button is available, but the point is that the theme I bought is not in the downloads.

You can report the problem to Envato support by creating a ticket as @mgscoder
suggested meanwhile you can download the item from the link you have shared.
