What if I want to purchase a license to use one or more tracks more than once over time, as in using it for theme music for a podcast series? How would I go about licensing that?

If you’ll use 1 track as a podcast theme or intro which would be the same in each episode - then you should buy standard license. If you’re going to use track in different goals (as a podcast theme and, for instance, as a background for some episodes) - then you should buy as many licenses, how many times you’re going to use the track.
