Just make the templates yourself, upload them somewhere and promote them with a free for download link. This way you will fix your problem 
There’s too much risk of something like this becoming exploited.
Plus there are thousands of (far more accurate, updated, and credible) sources in place already.

We (authors) have hundred or thousands visitors of our portfolios, Envato has millions.
I think people are informed as is, by many other similar templates being produced already, and by the news covering corona 24/7 nowadays. Those who have no access to internet/tv won’t benefit from your free templates anyways. I think your need to help in these challenging times could manifest in some more practical and useful ways.
Like check on your elderly neighbors, maybe you can help them do their groceries without them having to go out and risk their health? And similar scenarios
