We are putting images in an item for selling on Envato Market with a placeholder tool that give the possibility to link images without downloading them locally. My question is: for a usability purpose, is better to download and include images in the pack or simply link them?

Assuming you have permission to distribute the images I doubt it really matters. Are they definitely licensed for distribution under commercial projects?
i do not want to include photos but only placeholders with a background color and the name “350X500” indicating the size of the image. my question is related to usability: customer would prefer local or linked images in the downloaded package?

Ah got it - I really don’t think it matters but most files we have bought directly link them from the placeholder website
