lics Transfer after get locked account

hello one of my team using my account and i get locked and support dont give me the reason of the ban only this email
“Unfortunately like all companies we have a number of internal policies in place which, for business reasons we do not divulge. After reviewing your application for service, we are unfortunately unable to re-enable your account.”
is it possible to transfer all licenses to another account?

Is your account a team one or an individual? What was your colleague using it for?
