Getting a bit confused about the licensing and would appreciate if someone could answer my question.
If I buy the regular license for a theme, and create 1 website for a client using that theme. Am I allowed to then charge my client for that? Or does the website then have to be given to my client for free? How does the license work?

So basically you’re hired to create that website by your client right?
That means you’re not directly reselling the theme you bought. You’re just charging for your service. So i think it’s okay to charge for that.

Here’s a part of the license that should clear things out for you:
"Note to freelancers and creative agencies:
You may charge your client for your services to create an end product, even under the Regular License. But you can’t use one of our Standard Licenses on multiple clients or jobs. "
