Items creation & uploading (Russian account)

Greetings. After reviewing the Envato Team’s official statement regarding the current situation in the world and the impossibility of uploading items by new authors from Russia, I have a question:

My account was created in October, 2021. I’ve uploaded few items, but they were hard rejected.
Can I be considered an author with an empty account? Can I create and upload new items for review?

I don’t think you’d be able to upload the items as the payment for Russian authors have been stopped already. ( No payment )
