Is PSD to Wordpress the only way?

I saw that a lot of people starts building a wordpress theme only after they`ve got their psd files accepted first.

Am I going to have problems in the review process if I prefer not to relay very much on Photoshop while I`m building my theme?

well, a lot of people who cannot get psds accepted get same designs accepted as wp themes.
