Hi There:
Bad colors, no spacing top and bottom all section more 80px, no padding & margin, etc but you themes is too basic you need practice more for approved themeforest, regards,

If Hard Rejected you not can resubmit again, you need create new HTML submit.
If Soft Rejected you can resubmit again.
