FTP (File Transfer Protocol) fail to connect

Hello everyone,

when i try to cennevt the port 21 using CyberDuck the connections always fails with this message:
Connection failed
FTP response 421 received. Server closed connection. The connection attempt was rejected. The server may be down, or your network may not be properly configured.

I don’t know what to do and i have some good content to upload.
