Is it possible with any envato sites to buy background music and put lyrics over the top that could be used in you tube, cds, or apple itunes?

Nope, that would violate the rules. Audiojungle items can only be used for video background music or commercial things, but voiceover allowed for this. Items in here are never meant for singing purpose.
Even with the author’s permission, it wouldn’t be allowed if bought via Audiojungle. Author and buyer have to abide by the license terms.
