I am new here. Can anyone tell me if it’s possible to buy a backing track, create lyrics and melody appropriate to that, put it together and publish everything on YouTube?

No this is specifically prohibited by Envato’s terms. You can use a track as background music for a video, but not make a song out of it. Sorry
