Can somebody explain me more envato licences ?

I saw in envato terms that i can buy i item, create an end products and give it for free ?
If that’s right, then, what if, maybe i create a CMS with template here, and give it for free, then on user create a plugin working with that CMS, can that user sell it on CodeCanyon (or ThemeForest) ?

I think this is stock item, You need to buy Extended License and written permission from Author. Staff can reply with details.
