can i submit a wordpress theme with 2 or 3 plugins to help in design ? if yes ,what kind of plugins are allowed to added in the theme ? and thank you !
You can bundle plugins with your theme of course, but if you mean 3rd party ones, you will need to have a proper license to do that.
For plugins which can be found on the official WP repo, you can just install them via TGM Plugin Activation script, so no need for bundling them at all.
For premium plugins (for example bought on CodeCanyon) you need to contact its author to ask them for permission to bundle their plugins. Most popular plugins like WPBakery Page Builder or RevSlider have official policies on that, just take a look at their item pages and you will find info about this.
