If it’s free then use plugin activation class like TGM and include the plugin slug/url there.

If you are talking about including free WordPress plugins with premium theme then yes this is possible, If you think this plugin will help you and will help theme buyers then no problem of including it just make sure to use TGM to do that so your customers can get the plugins updates.
