I find more than half of the stuff I download doesn’t work, and there is no support and no way to contact the author. Lame.
The item page says it’s an AE file - have you tried it in After Effects rather than Premiere?
If you download the file it actually has a MOGRT in it.
Given the description talks so much about AE I would start trying to open/edit the file there.
You always have the ability to eport MOGRT from AE to use in PP at a later stage (potentially in a more friendly configuration)
Here is yet another one that doesn’t work. I place an image then go to the Timeline animation (.psd) and it doesn’t play. In fact, I can’t even get the Layers to expand. It just sits there. Animated VHS Creation Kit, Graphic Templates - Envato Elements
Update: I downloaded PS 2021 and the template works with that version.

That is correct. I wasn’t aware you were talking about Elements and not the Marketplace.
