I want to create a website with WordPress to sell a digital service via a subscription, which is provided on another platform (Laravel).
In the first phase, customers will need to contact me through a contact form, and I will send them the keys. (As I understand, a Regular License is sufficient for this.) Later, I may add WooCommerce for automated sales, allowing customers to download the keys from the member area.

According to Envato’s licensing terms, if you are charging end users for access, you need an Extended License rather than a Regular License.
The Envato item is a website to sell an item - the thing people are paying to subscribe and access to is independent so not licensed by the same rules.
If that end service was an Envato item then you would need an extended license but as it is now you don’t.
