Question regarding to licencing on PSD templates

So I wanted to ask you guys how is it functioning when it comes to PSD templates licencing. I want to buy some PSD templates that seems nice to me.

Can I than build my own products (wordpress theme) and sell it as my own? In that case do I need Regural licence or Extended and why?

Selling off envato to one client is fine with a regular license - selling it here or on any other stock marketpalce etc will not be allowed without permission/partnership with the original author
