I have an email template design in GraphicRiver. I have got reject it from ThemeForest. Maybe code quality reason. Is it possible to recode and submit the design at ThemeForest?

No, you won’t be able to resubmit it again unless you make big changes. You should post some screenshots to see what may the reasons be, design problem or code quality.
