Missing Plugins for Shout Theme Themeforest

I just purchased the Shout Theme and when I try to install the Shout Framework plug in I get:

Installing Plugin: Shout Framework

Downloading installation package from [redacted]

Download failed. Not Found

Plugin not activated. A higher version of Shout Framework is needed for this theme. Please update the plugin.

If you are having trouble installing this plugin please click [redacted] to download the plugin and update/install it like any other plugin.

Then I click the link and get:
"Error! This license is already registered on http://theyogachick.com.

Also when I try to download WP Bakery Page Builder, I get:

Installing Plugin: WPBakery Page Builder

Downloading installation package from [redacted]

Download failed. Not Found

Plugin not activated. A higher version of WPBakery Page Builder is needed for this theme. Please update the plugin

Very frustrating and confusing.
