A theme that users can edit without showing the back panel.

Example: Dashboard Template (available as HTML)
But I am looking for wordpress based.

You mean a custom editor/admin that substitutes the typical WP admin?
There are several themes/builders which allow for front end or live editing but that’s not a dashboard.
You realise that if there is something like this then you can’t use it as part of a platform, sass or on demand so you would need to buy a new license for every site using it.
