I am writing a WordPress blog template. I want to ask: It says tgmpa is mandatory in the forum, but tgmpa is no longer supported. Would it be enough if I used Merlinwp?
No its not mandatory - it is a discontinued library, and if you are keeping up to date then why use it? The last version was in 2016 so 8 years ago.

I haven’t used it for a while but as far as I know, TGMPA is pretty stable now so there’s no update required.
You could use either Merlin or TGMPA, depending on your project. But the main issue is, to get approval at WordPress category is little bit hard, if you don’t have extremely good project, most likely your item will be rejected.

I am making a blog template using Redux framework. When I look at the new products, I don’t think they are all very good and this encourages me.
No one understands now about the “quality standards” as some “elite” authors are getting approval no matter what how the project is bad/low quality while some good projects are getting rejected.
As a new author, your chances are near to “0” but good luck. I hope I’m wrong.
I have thought about what you mentioned a lot. Authors who have published before and achieved good sales get approval no matter what theme they send for approval, but many quality themes do not get approval. I hope I will not be among those who do not get approval.
You’d be sensible to share the demo here in the forums before submitting it
