I want to submit an html template on Themeforest, am i allowed to include images with it ? the images i want to include in my theme which i have collected from https://stocksnap.io/ and i have license for it to re-use where-ever i want to .

Regardless of the CC licensing reviewers prefer that you use placeholders (some sites can be a little grey about redistribution).
You can always link to the images in the documentation
