Hi Artists!

What does one need to paint like this on a computer?

I have painted some 10yrs ago and would like to do it on the computer.
Do you recommend a Tablet or “next to the mouse on a blastic bord”?

Good also, would be if one can make some movements (easy film) at some cases.
Budget max 200$

You want to draw it by yourself? I think there is a lot of graphic designers who do it for less than 200$… I’m joking.
