Can I use a theme on a test site then in production site for a single end product?

I am working on a client project. I want to buy a theme. Now I have gone through the Regular and Extended license documentation. Both are restricted to one end product. I am also working on a single end product but I have to test it on a test site and then finally use it on a production site.

Regular license would be enough . Just install the theme on the domain with subfolder /dev/ development /test /stage /staging folder and when you’re done, you can move it the main website.
