Asking for help on fixing issues on hard rejected item

Is it possible to fix an HTML item that had a hard rejection and re-upload it again?
Any Experience with that question will help

already hard rejected Item you can’t resubmit because Envato will not allow it. One thing you can do make that one more customization to look like a new product. So that you can submit it as a new Item with new Title. Thanks
