Where to put the documentation

My menu plugin documentation states the path:
theme/down/Main/Documentation/index.html

Even though I placed the documentation like this, the reason for the soft rejection was still "Make sure my documentation file is under a file named ‘Documentation’

I hope the official will give a correct placement description
