As best I can tell from reading posts a licensed theme can only be used on one site. However is there a means or discount of using it on a second site at lower price?

1 purchase = 1 license = 1 website use

You can talk to the author of the theme. As the prices of themes are author dependent ( meaning, the author can set the price he sees fit) you can speak to him privately about getting a discount. Contact them via their profile. Cheers!

In addition to what @Enabled mentioned, there is also another option you could use for using the same theme on multiple websites:
