hi guys,

Do you guys know if I can buy a premium theme on theme forest (regular license) , modify it good , and then , re sell it as a custom theme for multiple clients ?

nope, you need a license for each customer who will be using the theme.

You cannot buy an item and resell it, but you can buy an item and use it for one client project.
