The form is available under Tax Information on your Settings page. You can also access the form by copying the following link and simply updating it with your username: https://themeforest.net/user/<username>/tax_information/new
The form includes some basic information about you, including your Foreign Tax Identification Number (TIN) and country of residence.

For reducing US backup withholding tax (24%) you should to submit your TAX information form. If you submit the form with your TAX information then only tax will be taken for US sale and TAX percentage depends on your country.
US Tax Treaties:

Otherwise you have to give US backup withholding tax (24%) for all of your sale.

When you complete your tax information, you must also provide us a Tax Identity Number, otherwise, we are required to deduct royalty withholding tax of 30% on your sales to US customers.

just complete/fill-up the form and submit and you are done. You are submitting the form to Envato. So that envato can collect correct tax from you according to IRS law. Thanks

I have checked you have:

  1. Backend as like a dashboard
  2. frontend just login and registration

in which category you have placed the Item? If you want to make this Item as php dashboard script then have to submit in codecanyon and under php. Overal dashboard design need much improve. Design is not ready for Envato market. Please study on your concern category trending Items in the Envato market.
