Personally it feels dated to me. Bold shadows on text, overall color scheme and pretty standard fonts that come with any OS. I would suggest that you take a look at the most recent files in this category to understand what the standards these days are.

The design doesn’t look professional at all, looks made by someone who has just learned to use Photoshop. First of all, the most important information, the price, is not visible at all, while the dishes names is very hard to read. The menu title style is very poorly chosen (default bevel & emboss effect on a serif font).
I think the most important thing that lead to the rejection of this design is that it doesn’t have anything special to it and most effects applied and images used look poor quality.
