I’m using the Oshine Theme and am wondering how I can set it up so my text is responsive for all platforms (computer, phone, ipad)

If the theme is responsive (and this one is), then your text should be responsive as well automatically.

Thanks for feedback. Could just be (very likely) I don’t know what I’m doing. I’m not a website developer. I just noticed that text I have on my home page looks radically different on my iphone versus computer. My belief was even if you drop down from a computer screen to a phone that the text shifts to fix. In my case it becomes ineligible.
Again, best you contact the theme author. He should be able to help you with that.
