Feedback needed hard rejected WP theme

I got hard rejection after 4 hours. This is the message from reviewer:
“unfortunately we found it isn’t at the quality standard required to move forward, and you won’t be able to re-submit this item again.”

I’m not sure if this type of response can be related to design or coding (or both) issues.
