I think it’s about the Aspect Ratio , and it’s 2.7
i discovered that with my last facebook timeline cover, i feel like a boss hahaha

I just test it and both (851×315)&(1702×630) look the same =( same blur on both

Did you select the HQ upload box?
Not it supports a PNG images so it’s even easier to achieve a higher quality.
Just tested on my page. I hope transparent PNGs for profile image is supported too
