• change imageand use HTML in ‘Profile Text’

GIFs can go into description using HTML but not the hero image space

You can use gif i’m not sure video will work or not but you can try.

to change or add cover photo you must have at least one approve item mean you should have a portfolio in envato market. Otherwise you will not see the option to change or add cover photo.

Yes @mgscoder is right you have to make any item approved on Envato market or have to purchase something from Envato market like themeforest, codecanyone, Videohive, AudioJungle etc.
Then you are able to make profile banner on your envato account.
