Can i bundle elementor with my theme. I mean is it acceptable by themeforest review team given the face that it is open source.

Yeah, you can definitely include Elementor with your theme. There are a number of authors on ThemeForest that have switched to this page builder already like us 
There are also some plugins on CodeCanyon that can add-in additional functionality for Elementor: https://codecanyon.net/search/elementor?referrer=homepage&utf8=✓

Maybe you should include it with TGM Plugin Activation coz of license.

From what i know, from what i read, you can include only free versions of plugin.
