Bootstrap version confusion ( First post )

Which version of Bootstrap should be used for making Envato template? In Bs 4 , there are no IE 8-9 support. But in Bs 3, it has.

All version bellow IE11 are not required any more.

I was talking about ThemeForest requirement - in other words, you can use any version of Bootstrap.
