Additional license requested by Envato for a sitecopy used only for dev/staging??!!

Hi. I have a webpage with Avada license. To redesign it I have made a so called "staging"site - a temporary development page that is not public in any way. I would like to use and test Avada prebuilt sites for restructuring the website. In order to download these prebuilt pages/sites I am requested to get an extra Avada license which is crazy since this is a copy for development. When ready it will be implemented on the existing site with license. How do I get to work with a prebuilt in this staging website without paying for an additional license???
Unfortunately I never get any answers from mailing the support (sales support).

ThemeFusion (the author of Avada) has an entire section on their documentation detailing how to set up a staging site:

The following hostname patterns will supposedly be detected as staging sites and will not need another license. If you have any issues, reach out to ThemeFusion Support.

TLDs – Top-level Domains (domain endings)
