Yes. Submit it as Foreign Tax ID Number.

No, Envato won’t refund you anything. However Envato will provide you a document at the end of the year that shows how much tax you’ve paid. I’m not sure here, but if I recall correctly you can show that document to the tax authorities of your country and you might get a reduction on your local taxes.
