What does an Android app template contains?

I am new to Envato.
What does an Android app template contains?
Does it has to be fully functioning like navigation, database, network?
Or there can be only UI of different screens?

I would say the GraphicRiver category is more tailored for broad UI kits while ThemeForest might be better for a specific type of app.
